I have the skimmer on while my tank is cycling and I know skimmer's have a break in period, but the bubbles are only reaching to the top of the middle chamber and not getting into the cup at all. Is this because there is no gunk yet?

I tried adjusting the settings from 0-5 in both directions and nothing seems to increase the bubble height. Is the bubble heigh okay? Or should I try something different?

Also, the skimmer is said to be placed in 27mm of water, and it definitely is.

Without a bioload there will be no bubbles. Once your livestock is added and you still have problems let me know, I'll stop by an check it out.

Thank you! I also meant to respond to your post in my other thread, I appreciate you offering to help out.

You should be able to flood the skimmer cup regardless of whether you have anything in the tank or not. Your wedge pipe is capable of cutting off all flow out of the blue PVC Tee and directing all the pump output into the skimmer body. Make sure the wedge pipe is seated properly.

Also, a 27 mm skimmer depth is incorrect at just over an inch...did you mean 27 cm depth?
