What order should I put these bulbs in?

54W - 48IN 12000K ATI Aquablue Special T5 HO Fluorescent Bulb
54W - 48IN ATI Blue Plus T5 HO Fluorescent Bulb
54W - 48IN ATI Blue Plus T5 HO Fluorescent Bulb
54W - 48IN ATI True Actinic 03 T5 HO Fluorescent Bulb

IMO I would do this

Actinic
Blue+
Blue Special
Blue +

it isn't going to make or break anything, but since most of your corals will probably be on the front side facing the glass I say actinic in the front...
