I'm not sure (although someone else might know).
VHO was all the rage about 10 years ago. It's still around but not much. It was sort of replaced with compact fluorescent, but compact fluorescent is going away in favour of T5HO. Just the evolution of the technology I guess.
Both VHO and T5HO are "high output" (well so is PC...) but with VHO and T5HO, they are more watts than a typical standard fluorescent lamp of the same size.
For example, a standard T12, 48" lamp is either 32 or 40 watts (depending on brand). T8 are usually 32 watts. T5 (normal output) is 28 watts and T5HO is 54 watts.
VHO is also T12, but a 48" lamp is usually 110 watts. I believe there are/were HO T12s that put out 75 watts on a 48" lamp.
How this translates to heat/temperature, I'm not sure.
I can tell you that there are a ton more lamp/Kelvin temperature choices in T5HO than there were in VHO or PC.
