Ok first off my tangs are perfectly happy and fat (I feed alot more then I should), anyways I have always noticed both my Orange shoulder and Blue regal will go to the top of the tank and bite at the water. More or less like they are trying to catch pellets that are not there. I have had the Blue regal for around a year and a half maybe a little more and the Orange should for awhile. I am just wondering what it is they are doing and why. Not really concerned as they are completely healthy and I have the screen mesh and doubt they would even attempt at jumping.
 
They are trying to ingest protein (that collects at the air water interface). Feed more.

If you feed enough then probably need more oxygen. Do you run a skimmer on the tank? Are your powerheads braking the surface of the water?
 
I have a Sohal, Naso and Regal....none of which do this, BUT....my Foxface does. He goes up.....looks like he is blowing bubbles, and then he comes back down bubbles coming out of his gills. I have NO clue as to why he does it, but its funny to watch.

Ansley's Foxface spits water over the back of the tank, getting you wet if you're working. I said, "Yeah, right" until he watergunned me. Go figure.
 
lol.....My tank is in the wall, right behind the couch. The Sohal will come to the top and flip his tail, splashing anyone that isn't paying attention. He is a total jerk, that is why he is my favorite!
 
I feed them twice a day with formula one pellets, PE mysis and green algae strips. I'm sure I over feed actually.

Well, I wouldn't necessarily call that "overgrazing" at all, but I would consider feeding more variety. Your fish are trying to ingest more substance. It's physiological, not behavioral.
