I recently replaced an 11 year old membrane that was outputting 2TDS water so I would say you have a problem either with the filter or how you are measuring.
To get the most accurate reading, try filling the cup with output water to be measured, measuring with the meter (this rinses everything) then dumping the water out and repeat the filling and measuring process until your measurement is consistant for several readings... this will be the true reading. Even a little dust will impact the reading so I have found the fill, measure, dump, repeat method to be pretty foolproof.
If it is still high (I would consider 13 unacceptably high with a 45 input) look for a problem with the membrane. Dirty pre-filters should have little impact on the quality of output water but may have an impact on the quantity of output water. Make sure the membrane is installed and sealing correctly.
