True Percula Clown won't go deep.

I have a new True Percula Clown that is fairly small juvenile, seems very healthy and eats a lot, swims fine and very active. But for some reason he doesn't go to the bottom of the tank. He gives it his best shot but when he gets to a certain point he pops back up towards the top. It’s like it is some internal ballast problem. Does anyone have any ideas why he has this behavior? Or do you think he will outgrow it?

good luck. my last 2 wouldnt leave the top of the tank for 5 months both finally jumped.

Thanks everyone for your help....I'll take th wait and see approach to see if he is developing.....Man I hope he doesn't jump.
