Vdm controlling fan ?

Is it possible to controll my fans using the apex vdm based on temp?

Ie run at 10 % at 79 and run at 100% at 80 or 81

Sure but you would have to build a simple driver circuit to power the fan. The VDM outputs can only provide about 20ma of current, not enough to drive a fan. Are you familiar with building a simple transistor cicuit?

Be cheaper to buy another eb8 dedicated to fans, heaters, and chiller

First, I'm not getting why you even care what the fan speed is? If it's noise, just buy a quiet one. Simple on/off using controller temp input is easy.

Second, they do make fan speed controllers that use temperature input.
