Hard to tell. Could be the beginnig of hair algae.

hmm ive actually cut down on feedings etc...its only on powerhead which is good i suppose

Hair algae is hair algar, I would cut back on feeding and lighting per day. If it blows up, its a *** to handle. Better to be safe than sorry. Good luck.

Your tank is beautiful. The nice thing about "whatever that is" is it's only on the powerhead. If you are worried, you should be able to pull the ph out and easily clean it off. What does it feel like?
