What is this in my tank?

I decided to change my RedSea salt water tank to a freshwater after getting out of the salt part of the hobby. I am trying to figure out what this white scum looking floating stuff is in the last chamber where the pump pushes the water back up into the tank from my sump. I have scooped it out many times just to find it again shortly thereafter. Any ideas about what it is and if there is a solution to stop this from happening will be greatly appreciated.

Did you give the tank a good cleaning (ex: vinegar/ water mix)? I recently switched a 180g salt to fresh and ran the whole tank with vinegar & water for weeks, to breakdown all the calcium deposit/etc. inside pump chambers / overflows / etc.. Then ran clean water to flush and drained.
 
I did let it sit in plain water & scrubbed/scraped off everything I could find. Then it sat empty for several months, actually, over a year before I finally put it back to work.

It does sound like I did not do enough. However, at this point, is there anything I can do moving forward to eliminate any of this old calcium? My fish have been fine through the change over so I'm assuming not doing anything is not going to hurt them at this point, as they have been in the new water for 7 months. However, if there is anything I can safely do at this point to eliminate, or at least minimize, this buildup, I will greatly appreciate the advice. Thanks!
