I have some sort of green algae covering my rocks and i'm curious as to what it is.

Not exactly sure but it may be the greenish tinge prior to coraline algae growth. If that is the case, it's not bad. I need a second opinion though.

Is this algae fuzzy looking? does it have a texture to it or is it just coloration on the rock? Can you wipe your finger across it and some of it come off of your finger?

Yep, seems like coraline algae from the description

Just asking, but what type of lighting you running? My CF lighting grew some beautiful purple coraline, but my MH lighting is currently only growing green, black, and some red coraline.
