Why Is My Overflow Foaming?

Is this normal? Tank has gravel, dry rock and 1.025 water in it only. The skimmer isn't running. What's with the foam?

That would be "normal" for the condition you described. The bubbles are a build up of protein, just like at the beach, it's fish poop. Run the skimmer to get rid of the foam/bubbles.

But there are no fish in it. I'm going to start cycling it as soon as my new heater gets here
 
Plugged in the skimmer and it went nuts, flowed the lid right off the cup. Its in 10+ inches of water, so I'll get it up a little and see how it goes
 
I went to HD and they all looked at me like I was crazy
Been there, I had the same thing happen when I was first looking for some. It took me two different stores before I realized they don't call it egg crate.
 
Yep, 2 different stores. The first one didn't have any idea what it was, I even showed them a picture. The much bigger HD at merchants walk directed me directly to the drop ceiling tiles. Thanks everybody.
This skimmer doesn't show any signs of slowing down. I read elsewhere to run it in a bucket of water with a cup or2 of vinegar. May give that a shot.

What skimmer do you have? 10" of water is going to be to high for many skimmers
