Would a PC ballast run T5s?

I don't see any difference. Obviously, the plug has to be changed from the PC bulb plug to a T5 waterproof endcap but if the PC ballast can run a 96W PC, then why wouldn't it be able to run 54wT5HOs?

Wrong out put voltage I believe. You could give it a try but most likely it will cost you a ballast or a lamp.
