candy canes shrinking

i have a 75 gall rr tank with 2-250 watt halides and 2-48",t-5 actnic geissman bulbs,sump with bio balls,internal skimmer and return pump,2 power heads for circulation.i also use an external power filter for carbon only.
why would my candy canes be shrinking,no tentical extension anymore?
all water params are testing normal.could it be lighting.i was due for halide bulb change about 2 months ago but just haven't done it yet.maybe too much lighting.i have had them for about 2 months(about 6 heads).i feed all my corals phytoplankton 2 tablespoons 2 times a week
i dont have a phosphate test kit yet,could this be the problem.
 
i have some candy canes ive had for a few weeks. never had them before but ive noticed the tenticles only extend when the light is off. once light come on, they retract
 
I had the problem where one set of candy canes slower were shrinking over a year. Actually it was this years frag meet that seems to have saved them. I got sun coral and started putting shrimp in the tank and had some extras and offered to the candy cane (another candy cane I have was always doing quite well in same tank). It now is doing great! It doesn't eat often but when the feeders are out I give it a little. Try inducing it to feed by dangling the food around it for awhile and then checking back in a few min. Also check at night or early morning. Thats what worked for me but you might have a different problem. Good luck.
