Domino problems!!

I have a domino damsel and yes I know they are viewed as the spawn of Satan but I like them. Anyway my problem is I starting noticing the other day that his fins looked a bit frayed on the ends( dorsel as well as pectoral) and now today there are clearly holes through them as if they are rotting away. Also he has one eye that is bulging and cloudy. He is eating fine and the tank parameters are perfect. Help!!

If tank parems were perfect......
You should post all parems, as no one would have any guess to why your fish on your tank is having issues without some info.....even then, it's a best guess...
