Measuring voltage?

So any recommendations for voltmeters? I'm wondering if I might have some stray voltage. With one hand, I don't "feel" anything, but if I stick my other hand in (which has a small cut), I feel a slight sting. Could it just be the salt water? I turned off all PH and the main pump and I could still feel something.
A voltmeter might just be another tool for checking tank parameters (and batteries around the house), but looking for suggestions. Also, how would you use it to measure your tank?

go to radio shack and get ya a very cheap volt meter.
$9.99 if they got it. the cut on your hand is more sensitive
than the outside skin thats why you feel it more on/in the cut.

oh man, come on skriz, you know some of these folk will now run out and buy one now.
for the same price they can go get a top of the line MRC skimmer.
any ole cheap meter will do for this job. cheaper the better since we are dealing with salt and salt creep. i can see the boys at fluke
opening up a meter under warranty and seeing loads of salt creep.
boy that would set them back on their butts wondering WTF wouldnt it? lol

Fluke and Greenlee are the two best, but seriously get a cheapo meter from home depot or radio shack.
