Lol yeah. I’ve had to cut bulk heads from a used tank before because someone used some sort of glue then cut the plumbing so it couldn’t be reused. Biggest PITA

Seen that.. I wonder if that was somwones last resort after they had started cussing

Are you talking about gluing PVC pipe to a bulkhead or gluing the actual bulkhead to the sump/tank?
 
PVC to the bulkhead.
Usually I do glue those just for simplicity sake. Yes if the bulkhead fails you have to cut it out but PVC is cheap and there is a union near by, so you're not replacing much. If it's a large fitting coming off an overflow box, 1-1/2" or larger, I use threaded fittings so it can be disassembled for cleaning.

Now, to the top of a sump. I just slip fit those with no glue. If I see some salt creep I pull the pipe and wrap some teflon tape around it.
