By mixing your kalk with vinegar it drives the the 'carbonation' of the kalk all the way to completion, before it ever touches the tank water.
The break down of the calcium acetate which was formed in that reaction, then produces carbonate and bicarbonate in balance. The attached calcium is released as well.
