Qt Tank

What is the proper way to run a qt tank. My tanks seems to stay dirty and filthy. I have a 40g breeder and there is nothing in it but a few peices of pvc pipe. I change out 5 gallons of water every 2 days with new salt water at 1.025. I have a hang on back filter that I bought seperately and only put in the carbon filter when I am not running medicine if a fish is sick. I also add a capful of microbactor 7 every other day. Right now I have a fish in the tank and I want to make sure that I am not doing anything that would jeopardize its health prior to going into my display tank.

Any help or advice would be appreciated!!

Sounds like a proper set up to me.
