question about lights and filter

A friend of mine is selling a ten gallon tank with 2 25 watt tubular daylight bulbs with hood and an Aqua Tech 5-15 filter. Would the lights and filter be suitable for a 10G saltwater fish and reef tank? thanks in advance

i mostly plan to have zoas and the like in the tank, nothing major hard to take care of
