I haven't heard that. I'm not 100% certain I understand how it works other than being either destructive to bacteria or absorbant to some nutrients... or fish having a good time.

Cyanobacteria is a VERY common effect of carbon dosing. And adding a carbon source to already problematic cyano doesn't seem like a good plan to me.
