typically yes. I would say if there is enough to frag, go ahead and cut some good area off...but it looks a little small.
 
That sucks , happened to me a wile back the same way , I cut off the healthy parts but still lost one , the other is so so , not loosing color or flesh but not growing or repairing yet.
I would use bone cutters and shear it off .

Do you think it could have gotten stung , sometimes that will start the necrosis.
 
^Yes amputate what you can. Green birdsnest/pocillopora maybe? If so, where do you have placed in the tank? They are considered easy and fast growing/spreading so check your parameters once over.
 
Looks like a birdsnest and it doesn't look like there is much you could frag that isn't already affected.
 
Ya its a tiny frag to start with :-(

I went with super glue and will see what happens...
