Stupid Question BUT.....

1" of fish for every 2 gallons is a good starting rule for a well equiped and maintained tank but it really depends on the fish and the remainder of your bioload, how much water you are moving, the filtration system, how often you do water changes, whether skimming or not, do you have a fuge or sump, etc.

Larger fish, especially your meat eaters create more waste than your smaller or vegetarian type fish

When shopping for nano fish, I always liked to check out liveaquaria. I never bought any, but they have a "nano fish" section.
 
I have a BC 14 and its pretty full of LR and corals. My pair of clowns I think is all the fish I have room for, but might add a wrasse later
 
At first I didn't want any fish but I now think just a pair for now would be good. I would Love to get a pair of Picasso Clowns for later breeding.

bluespot jawfish
yellow clown goby
picasso/snowflake clown pair
goby/pistol shrimp pair
purple reef lobster w/ no fish
obviously you can't get all of these but any of these would be pretty cool.
