lets start with the 10, regal tang will have to go into the 210 because of the growth rate and swimming room needed. The panther will not last very long and will get very large in a short time. This tank will make a good qt.
33 gal clowns are good and you good add several gobies to this tank as well and a couple of fairy wrasses.
210 gal, i am assuming you are going fish only so you could add tangs, angels, wrasses etc. As for how many can go in, this will depend on several factors. Tell us more about your 210 system and components.
