What causes this? How do I fix it.

Edit: There is the obvious solution of raising the skimmer up and extending the output pipe down but is there a cause to this other than design?

It is releasing a TON of bubbles
 
Is the skimmer new? Once it breaks in the number of micro bubbles should lessen.

You can also put a filter sock or filter floss around the output to catch some of the micro bubbles.
 
Skimmer should lessen the amount of micro bb in a few time once it settled shouldn't you see much of that coming from the pipe, what I did with it after using it was give a wash with vinegar then he stayed on clean water for a week, I believe It's normal until they are covered with the saltwater slime coat on it, set it up on the number 1 graduated on the pipe so you won't fill the cup again and install him in about six to seven inch deep, willing to see it skimming soon! Believe me it will work for you or I can refund!!!! that's my guarantee LOL :D
 
I'm just wondering if there was anything that could be seen that I was doing wrong lol.
