Prefer sump because may need a tight-fitting lid depending on what critter will end up inside.
 
Depends on how big of a chamber in the sump you have and what your budget is. I think the Octopus skimmers are a safe choice as they are budget friendly and some fit in small spaces. You could also look at the more upscale DAS skimmers or even Deltec which is probably overkill. If you have room a TurboFlotor Multi is a really nice skimmer.
 
I have the turbo floater in sump for my 90 gallon and love it. It has worked very well for the last six months. It has a chamber box that from its outflow which allows you to put purigen or other stuff for further refinement of the water. Mine is an in sump model. Cameron is right you cannot go wrong with this one. Its not the cheapest but reasonably priced.
