It doesn't say the drug is to be used for cats and dogs only. It says federal law restricts this drug to use by or on the order of a licensed veterinarian (as I said in an earlier post).

See section § 43-50-41 (Refusal to grant license or registration; revocation of license or registration; discipline), section 14:

There is a valid relationship. I didn't just walk in and receive anything I asked for.
I think people who like to make up their own "facts" (penicillin is available over the counter? really?) as they go along should just sit back and read, not type.
